Shaman Storm for Elemental bugged.

Morning, 

 

I believe Storm Reach is not working. I made a new tree of talents, stood max range plus 1 yard (31 yards) from the mob. Went into 2/2 into Storm Reach and it still says I'm out of range. 

 

I'm using Xperl 30 yard indicator to make sure I'm at base max range. Even with 2 points in Storm reach the lightbolt is out of range at 31 yards.
