Annihilator Axe Procs

[Kobe]

Since the new core it's been taking a incredibly long time for Annihilator Axe's to proc their armor shred. As enhance shaman it took almost 2 minutes to get 3 stacks. And once I have 3 stacks it's almost impossible to keep them up. I'm not able to weapon swap at all if I want to keep stacks up.
