Spirit tap is not working

After todays playing a while i noticed that on Black Morass (heroic) after i kill a mob  with dot / direct damage on my shadow priest i no longer get the spirit tap talent bonus proc. Tried multiple times for some reason its not working.

Did logout / logged back in does not work

Only works when you get a killing blow
