Quagmirran's Eye Trinket not Working for Shadow Priest

1) Describe the error in as much detail as possible so that we can better understand the problem.

The Eye of Quagmirran trinket is not activating for shadow priests. I've already completed Ramparts twice, the slave pens, and the Steamvaults, and nothing has activated. It's not working. Please test and confirm.

2) Specify the sequence of actions to reproduce the error.

Simply equip the trinket and attack enemies/bosses repeatedly using magic damage abilities.

3) How it should work, based on official sources (if possible): Wowpedia, Wowhead, Moonwell DB, official server videos on YouTube.

 It should activate for any spell damage skill (I'm not sure about Mind Flay), including all Shadow Priest's DOT's.

4) In which game world was the bug found?

5) Kernel version. You can find this out in-game by typing '.server info' in the chat.
