Unable to learn "Master Hammersmith" with Fast Start + with Blacksmithing

I did Fast Start + on my character and it's not letting me learn Master Hammersmith from the NPC within Winterspring. It also didn't learn any of my skills with the 375 Blacksmithing powerlevel.

Everything works,
In order to become a Master Hammersmith, you have to learn the Weaponsmith ability (Quest line The Way of the Weaponsmith).
