Stormherald, cannot use it despite being able to craft it and 375 blacksmith and weaponsmith

I need help..i can craft  [Stormherald] yet i cannot use it....it says i need master hammersmith but i am 375 and i can craft it

 

do i need to speak to Lilith the Lithe?
