Medallion of Karabor

I’m not sure if this is a bug, but today I tried to complete a pre-quest in SSC. After the boss Fathom-Lord Karathress, an NPC should appear and give me the next quest. However, neither the cage nor the NPC appeared, so I was unable to proceed or use the Medallion of Karabor.

Could you please check this issue and possibly spawn or restore the NPC?
