Server Rules:

3.8

Loot distribution violations: intentional fraud during loot distribution in a raid.

Ban from 15 minutes to 7 days. Redistribution of unlawfully obtained items.

• Punishment Duration: Punishments are issued within the limits established by the relevant section of these rules. In exceptional cases involving particularly aggravating circumstances, the administration reserves the right to increase the maximum punishment prescribed by the relevant section by up to three times.
   

There's no rule for a permanent ban for these kinds of actions, and you mentioned only two complaints.

Shame, cause its a lot more than 2 times he's ninja'd but I guess no one is bothering to report. Makes sense with such weak ninja punishments though.
