The enchanting and socketing process can take less than 1 minute. However, 11 minutes passed between the moment the player received the item and the timestamp of your screenshot.

@Burning 1I knew You'r answer before You aswer. Time between sreenshot and looted item INDEED is 11 minutes,its quiet 'unrealistic' to have the materials for enchanting and sockets ready for an item which he looted allready before the item droped. (obviously he hasnt the proffesions to make the sockets or enchant,even to hhimself immediatly is unrealistic for me to have Sockets and enchanting materials to enchant and socket the item. Im sure what I saw on the beggining of the raid which is He allready HAS the chest equiped.
2. From the the moment he took the item I was near Him all the raid. He didnt stop for a second to enchant or craft the sockets till the end of the raid. So for what I am sure and  I assure You that Nokta allready HAS the item allready before He took the same item in Battle for Mount Hyjal. If You can check the /Raid talking You can see where Im writing "Nokta why You rolled the chest You allready have?" after the roll was finished and He won the chest... 
I don't know what evidence more You need to assure You that Nokta HAS the chest before raid started... (If You as GM can check what a player has equiped ,which I believe You have that command to check that You will see that He HAS the chest before the raid started.

@Gensen Please read this 'comlain" check My facts and You make the decision.  Please. For a player who's almost 7 years on You'r server take a moment and check character Nokta what item has equiped on Him when He entered in the raid Battle for Mount Hyjal. I will appreciate it soo much. Thanks

Imagine you could  switch on Master loot system, to avoid such kind of situations, right? but who care

better come to forum and cry lol.

I dont know what are in ppl mind when they come and cry that some1 stole item using GROUP LOOT. LOL MAN HOW IT CAN BE STOLLEN WHEN YOU PUT IT ACTUALLY INTO "FREE FOR ALL"? 

Switch to master loot to avoid such situations, is that hard? cmon
