Is Alterac Valley playable? And does will be Legendary chests higher % drop on Legendary items? for new year

I started playing often BG with my Warrior but i didnt see AV like 1 month.... Also Im interested does will be this Year opening a Legendary chest higher (50% was I think before) this new Year? Thanks....
